El triángulo de hierro es un principio conocido en gestión de proyectos: alcance, costo y tiempo se sostienen entre sí, y modificar una variable altera inevitablemente a las otras dos. No se puede pedir más alcance sin subir el costo o extender el plazo — cualquiera que prometa lo contrario está ocultando el trade-off, no eliminándolo.The iron triangle is a well-known principle in project management: scope, cost, and time sustain each other, and changing one variable inevitably alters the other two. You can't ask for more scope without raising the cost or extending the timeline — anyone who promises otherwise is hiding the trade-off, not eliminating it.

La misma lógica aplica, con otras tres variables, a la implementación de gobernanza algorítmica bajo TRIA: precisión del diagnóstico, costo de implementación, y nivel de supervisión requerida. Las tres están en tensión estructural. Nadie puede maximizar las tres a la vez.

The same logic applies, with three different variables, to implementing algorithmic governance under TRIA: diagnostic precision, implementation cost, and the level of oversight required. All three are in structural tension. No one can maximize all three at once.

Precisión. Qué tan profundo y granular es el diagnóstico de madurez algorítmica — no solo si una organización cumple una dimensión de MDMA, sino con qué evidencia, en qué grado, con qué margen de error.

Precision. How deep and granular the algorithmic maturity diagnosis is — not just whether an organization meets an MDMA dimension, but with what evidence, to what degree, and with what margin of error.

Costo. Recursos —tiempo, personal, presupuesto— que la organización destina al proceso de diagnóstico, implementación y mantenimiento de la trazabilidad.

Cost. Resources — time, personnel, budget — that the organization dedicates to the process of diagnosis, implementation, and maintenance of traceability.

Supervisión. Nivel real de intervención humana en el proceso, no la nominal — la que efectivamente verifica, cuestiona y valida antes de que una decisión se ejecute.

Oversight. The real level of human intervention in the process, not the nominal one — the kind that actually verifies, questions, and validates before a decision is executed.

Por qué no se puede tener las tres al máximoWhy You Can't Have All Three at Maximum

Un diagnóstico de alta precisión, hecho con supervisión humana real y exhaustiva en cada paso, tiene un costo alto — en tiempo de especialistas, en revisión caso por caso, en documentación granular. Bajarlo sin sacrificar nada más es, en los hechos, imposible: o se reduce la precisión (diagnóstico superficial, checklist genérico) o se reduce la supervisión real (automatización del control, con el riesgo de que se vuelva nominal).

A high-precision diagnosis, carried out with real and exhaustive human oversight at every step, has a high cost — in specialist time, case-by-case review, granular documentation. Lowering it without sacrificing anything else is, in practice, impossible: either precision is reduced (a superficial diagnosis, a generic checklist) or real oversight is reduced (automating the control, with the risk that it becomes nominal).

Este es exactamente el mecanismo que ya describimos en participación humana suficiente: cuando una organización necesita bajar costos rápido y no quiere sacrificar precisión declarada, lo que en la práctica cede es la supervisión — porque es la variable menos visible desde afuera. Un informe puede seguir pareciendo preciso mientras la supervisión que lo sostiene se volvió formalidad.

This is exactly the mechanism we already described in Sufficient Human Participation: when an organization needs to cut costs quickly and doesn't want to sacrifice declared precision, what gives in practice is oversight — because it's the least visible variable from the outside. A report can keep looking precise while the oversight sustaining it has become a formality.

La mayoría de las organizaciones no eligen conscientemente qué variable sacrificar — el sacrificio ocurre por defecto, presionado por plazos o presupuesto, y nadie lo documenta como decisión. Eso es distinto a decidir explícitamente "en esta etapa priorizamos velocidad sobre profundidad de diagnóstico, con este riesgo aceptado". La primera opción acumula deuda algorítmica sin que nadie la haya autorizado. La segunda, al menos, es una decisión de gestión de riesgo que se puede defender después.

Most organizations don't consciously choose which variable to sacrifice — the sacrifice happens by default, under pressure from deadlines or budget, and no one documents it as a decision. That's different from explicitly deciding "at this stage we prioritize speed over diagnostic depth, with this accepted risk." The first option accumulates algorithmic debt that no one authorized. The second, at least, is a risk-management decision that can be defended later.

No hay combinación correcta universal — depende del apetito de riesgo y del ámbito de aplicación. Un piloto interno de bajo riesgo puede tolerar menor precisión a cambio de menor costo y plazos cortos. Un sistema de alto riesgo bajo AI Act o SIGEN no tiene ese margen: ahí la supervisión no es negociable, y el costo tiene que absorberse en otro lado, típicamente extendiendo el plazo de implementación.

There's no universally correct combination — it depends on risk appetite and field of application. A low-risk internal pilot can tolerate lower precision in exchange for lower cost and shorter timelines. A high-risk system under the AI Act or SIGEN has no such margin: there, oversight isn't negotiable, and the cost has to be absorbed elsewhere, typically by extending the implementation timeline.

Lo que TRIA aporta no es eliminar el trade-off —eso no lo elimina ningún framework— sino hacerlo explícito: que la organización decida conscientemente qué variable cede, en lugar de descubrirlo después de un incidente, cuando la variable que cedió resulta ser la que no podía ceder.

What TRIA contributes isn't eliminating the trade-off — no framework eliminates that — but making it explicit: having the organization consciously decide which variable gives, instead of discovering it after an incident, when the variable that gave turns out to be the one that couldn't.

La lectura de fondoThe Bottom Line

El triángulo de hierro no es una limitación de TRIA. Es una limitación de cualquier proceso real de gobernanza, en cualquier disciplina. La diferencia entre una organización madura y una que no lo es no está en escapar al trade-off — nadie escapa — está en saber, en cada momento, cuál de las tres variables está cediendo y si esa decisión fue tomada a propósito.

The iron triangle isn't a limitation of TRIA. It's a limitation of any real governance process, in any discipline. The difference between a mature organization and one that isn't doesn't lie in escaping the trade-off — no one escapes it — it lies in knowing, at every moment, which of the three variables is giving, and whether that decision was made on purpose.

La automatización sin trazabilidad no es modernización. Es riesgo diferido.
Automation without traceability is not modernization. It is deferred risk.
